Significant changes to workers’ comp billing in New York State continue to unfold, and the Workers’ Compensation Board (WCB) wants to help providers stay ahead of the curve.
The WCB will host an hour-long webinar on billing electronically using the universal CMS-1500 billing form on two dates in January 2025.
Beginning in August 2025, New York State will require providers treating injured workers to submit bills electronically. All providers must contract with an “XML Submission Partner” to send electronic bills (e-bills) to claims administrators (and XML versions of those bills to the WCB) on the provider’s behalf.

Since 2022, the WCB has required workers’ comp providers to send bills using the CMS-1500 form. Starting August 1, 2025, providers must also submit all bills electronically to claims administrators.
To enforce provider e-billing, the WCB will “not take action on or enforce payment” of bills submitted on paper.
In order to receive reimbursement, providers must bill electronically through an XML Submission Partner chosen from a list of WCB-approved vendors.
The WCB will host its webinar to discuss these changes. According to an email from the WCB, the agency wants to ensure that providers are “prepared for this transition,” particularly those who “are not already using an electronic submission partner.” Each session of the webinar will cover:
