CA: USC Switches Workers' Comp TPA

The University of Southern California (USC), a self-insured employer, has switched the Third-Party Administrator (TPA) it uses to handle workers’ comp claims for its injured employees.

Effective November 1, 2024, providers should submit bills for USC employees to CorVel. Previously, USC used Broadspire as its TPA.

CorVel will assign new claim numbers to existing USC injured workers’ claims, all of which begin with the prefix “1912-WC—.”

Further, CorVel will accept bills electronically (e-bills) on behalf of USC and has assigned USC a new e-billing Payer ID number.

As always, daisyBill providers do not need to take any action. All bills for USC will be routed to CorVel through daisyBill’s direct electronic connection to CorVel.

Non-daisyBill providers and third-party billers, be advised: if the e-billing vendor or clearinghouse you currently use to submit e-bills does not have a direct electronic connection to CorVel, e-bills can be lost in attempts to “reroute” those e-bills to CorVel. Be prepared to track and follow up on all USC e-bill submissions.

USC TPA Switch: Broadspire → CorVel

In California, employers who meet financial criteria established by the Office of Self-Insurance Plans (OSIP) may self-insure instead of relying on a commercial workers’ comp insurer.

However, self-insured employers may still hire a TPA to administer their workers’ comp claims, including processing providers’ medical and service bills. Effective November 1, CorVel will administer all bills for USC injured employees.

Unlike all other TPAs, CorVel directly accepts e-bills from providers rather than using an outside clearinghouse vendor. Critically, best e-billing practice is to submit all e-bills directly to the correct clearinghouse vendor hired by the claims administrator (or if the claims administrator is CorVel, to submit e-bills directly to CorVel).

CA: Failing to Provide Info for Providers

The OSIP website includes a self-insured employer lookup tool to obtain and verify information about California’s self-insured employers. As of this writing, OSIP fails to document USC’s TPA switch, incorrectly listing Broadspire, rather than CorVel, as the TPA for USC.

This outdated OSIP information is another example of how extraordinarily difficult it is to treat injured workers in California from an administrative point of view.
