Billing Alert: CA State Fund Drops TPA

Attention California providers: Third-Party Administrator (TPA) Acclamation Insurance Management Services (AIMS) is no longer handling workers’ comp claims for employees of the California State Compensation Insurance Fund (CA State Fund).

Effective October 10, 2025, the CA State Fund will manage its own employees’ claims and process providers’ bills for its injured workers’ treatment in-house.

Since the switch, claim numbers have changed. Fortunately, CA State Fund’s excellent Virtual Assistant can quickly provide the information providers need.

This change is good news for providers.

The CA State Fund consistently outperforms AIMS in Electronic Data Interchange (EDI), the process by which providers and payers digitally exchange bills and responses. While the CA State Fund earns daisyBill’s highest EDI “Grade” of A+, AIMS’ sub-par performance is an embarrassing C.

Translation: billing CA State Fund makes revenue management easier, faster, and much less of a hassle compared to AIMS.

CA State Fund: Flying Solo

The CA State Fund is a non-profit public enterprise that provides affordable workers’ comp coverage throughout the state, insuring tens of thousands of employers.

Until last month, AIMS handled claims for injured CA State Fund employees. As of October 10, 2025, providers must (thankfully) bill the CA State Fund, not AIMS, for those employees.

Fortunately, while many payers make it an agonizing slog for providers to get necessary information, CA State Fund built a highly effective automated system for checking claim status and other details: its glorious Virtual Assistant.

Following the switch away from AIMS, the Assistant can provide the newly assigned claim numbers for CA State Fund employees’ claims. Providers can call the CA State Fund directly at 888-782-8338 for other claim details.

An EDI Upgrade for Providers

We have every reason to expect that the CA State Fund will manage providers’ bills for its own employees’ treatment with the same care and competence with which it handles claims for its clients’ employees.

The CA State Fund excels in electronic bill (e-bill) management, as daisyBill’s Claims Administrator and Network Directory reflects. Based on the preceding 365 days’ worth of e-bills, the Directory gives CA State Fund an EDI Grade of A+.

By contrast, AIMS makes a poor showing in one of the most important aspects of e-bill management: returning electronic Explanations of Review (e-EORs) in response to providers’ bills.

By consistently failing to send e-EORs, AIMS forces providers and their staff to manually parse paper EORs and upload the payment information into their systems, undermining the purpose of e-billing and wasting incalculable time and effort that could otherwise go to patient care.

For providers, billing CA State Fund instead of AIMS is an upgrade based on EDI performance alone. Moreover, the CA State Fund has proven itself exceptionally responsive to billing glitches and provider queries.

While changes of claims administrator and other billing procedures often come with bumps in the road for providers, CA State Fund has given us every reason to expect a smooth transition.
