Making workers’ comp more efficient and effective in restoring injured workers to health should be a cooperative effort among stakeholders, not a combative one. But when an organization creates roadblocks by violating the basic laws of workers’ comp, it’s the state’s role to step in — and the role of injured worker advocates to speak up.
We’re looking at you, The Hartford.
This insurer’s non-compliance with California law makes it demonstrably harder for doctors to treat employees of the companies insured by The Hartford.
The failure of The Hartford and its clearinghouse vendor, P2P Link, LLC, to ensure doctors can bill electronically is neither acceptable nor — we would argue — legal. While both entities repeatedly expressed a willingness to accept e-bills, both entities repeatedly refused to take the necessary steps to make it happen.
Below, we unpack The Hartford’s systemic flouting of California law. We also list the employers allegedly insured by The Hartford, employees of which may be affected by The Hartford and P2P’s uniquely obstructive approach to e-billing.
365 Days: As of May 9, 2023, the amount of time since daisyBIll contacted P2P requesting a direct e-billing connection for The Hartford.
$2 Million: Amount of superfluous insurance coverage daisyBill acquired at P2P’s insistence, simply to satisfy a demand no other clearinghouse requires. Arguably, this amounts to P2P charging providers for the privilege of submitting e-bills, every provider’s right under California law.
27: Number of times daisyBill contacted The Hartford and/or P2P via phone, fax, or email to encourage/insist/plead for the duo to get their collective act together and compliantly accept and respond to provider e-bills.
14: Number of times representatives of P2P or The Hartford assured daisyBill of progress towards The Hartford’s compliance — since May 9, 2022.
18: Number of Hartford representatives with whom daisyBill has exchanged messages regarding e-billing compliance.
8: Number of times daisyBill requested P2P to provide an implementation schedule or plan since signing a contract agreement to establish direct e-billing with P2P.
17,489: The number of e-bills for which daisyBill providers received no electronic Explanation of Review (e-EOR) — due directly to P2P’s failure to establish a direct e-billing connection with daisyBill.
56: Number of employers believed to use The Hartford as their workers’ comp insurance carrier, for which daisyBill providers sent 50 bills or more since May 9, 2022 (listed below).
Since May 9, 2022, when daisyBill first approached P2P to establish a direct e-billing connection, daisyBill providers have collectively submitted at least 50 workers’ comp bills to The Hartford for each of the employers listed below.
Of particularly ironic note is California’s State Comp Insurance Fund (SCIF), an exceptionally compliant e-billing worker’ comp insurer — whose employees are covered by an exceptionally non-compliant insurer.

Because The Hartford does not return e-EORs (which would confirm bill receipt by the appropriate insurer), verifying whether The Hartford is the correct insurer for any of the above employers is impossible.
Every employee of the companies listed above is entitled to accessible, quality care in the event of a work-related injury. Except, behavior like The Hartford and P2P’s is one of the reasons many doctors say “no” to treating injured workers.
This failure by an insurer (and its clearinghouse) to comply with California law creates unnecessary, inexcusable friction — as evidenced by the fact that plenty of California insurers (Travelers, SCIF, Liberty Mutual, and more) meet their e-billing obligations consistently.
