NY: Time’s (Almost) Up! Mandatory e-Billing Starts August 1, 2025

A big change is coming to New York workers’ comp—and providers should act now.

Starting August 1, 2025, providers must submit all medical bills for injured worker treatment electronically (e-billing).

The New York Workers’ Compensation Board (WCB) will not require payers to process or pay paper bills providers send after July 31.

Providers who haven’t done so already must select a WCB-approved XML Submission Partner, which will:

  • Send e-bills to the payer (aka: claims administrator) and
  • Report e-bill data to the WCB in the mandatory XML format

The switch to statewide e-billing is a good thing. e-Billing reduces providers' billing burdens and allows the NY WCB to collect credible data to help formulate improvements to New York’s workers’ comp.

First (and Most Important) Step: Choose Your XML Partner

Switching to e-billing isn’t optional—but your choice of XML Partner is. And it matters.

The WCB has approved eight XML Submission Partners, including daisyBill.

Different payers use different clearinghouses, so sending all your e-bills through a single clearinghouse increases the risk of losing bills and delaying payment.

Do not wait until August to choose your XML Partner and commence e-billing. Regardless of which XML Partner you choose, the transition will require time and staff training.
