CA Physician Fee Schedule 2026: Telehealth Update
The California Division of Workers’ Compensation (CA DWC) updated the Physician and Non-Physician Practitioner Fee Schedule’s telehealth list, effective for dates of service on or after March 1, 2026.
Under the Physician Fee Schedule, telehealth is not permitted for all procedures. Below are two resources:
- A list of procedure codes that will be newly eligible for telehealth delivery under the Physician Fee Schedule starting March 1.
- The complete list of all codes for which telehealth is permitted as of March 1.
These telehealth changes are part of a broader update aligning the Physician Fee Schedule with the Medicare payment system, as required by California Labor Code Section 5307.1. The CA DWC announced the update in a Newsline and posted the adoption order on its website.

CA Billing Code Modifiers for Telehealth
When billing for telehealth treatment, append one of the following modifiers to the applicable procedure code to indicate the technology used:
- Modifier 93: Two-way, real-time, interactive audio-only communication technology
- Modifier 95: Two-way, real-time, interactive audio-video communication technology

The list below includes all telehealth codes allowed for dates of service on or after March 1, including those currently permitted under the Physician Fee Schedule.
The Physician Fee Schedule is the sole authority governing telehealth in California workers' compensation. Instructions from payers that conflict with CA DWC regulations are invalid and payment denials based on such policies are improper; providers should respond to such denials with Second Review appeals.
