NY: Workers’ Comp e-Bills Paid in 11 Days

Electronic billing (e-billing) has been mandatory for New York workers’ comp providers since August 1st of this year, and many practices transitioned well ahead of the deadline.

As 2025 New York daisyData trickles in, it’s clear that e-billing is already a major win for New York providers.

For transparency and accountability, daisyBill technology tracks every e-bill clients submit and the payer’s response to that e-bill. Below are high-level stats for e-bills New York providers submitted via daisyBill between January 1 and September 11, 2025:

Those aren’t typos: 94% of New York daisyBill providers’ e-bills went through smoothly for processing, with only 3% requiring providers to resubmit a duplicate bill. As a result, providers’ payments arrived in just over 11 working days.

The quickest payer in our system, Gallagher Bassett, paid New York e-bills in an average of 5.2 working days. Below is more New York payer data.

New York is making a concerted effort to update and improve its workers’ comp system and better serve the state’s injured workers. So far, the data indicate that it’s working.

Data: Top 20 NY Payers by Bill Volume

Below we list the 20 largest payers (insurers, Third-Party Administrators (TPAs), and self-insured employers) that New York daisyBill providers billed between January 1 and September 11.

For each, we list the number of providers who sent e-bills to the payer, the count of e-bills sent, the percentage of e-bills the payer accepted, the percentage of e-bills that required resubmission (a “Duplicate Bill”), and the average number of days to payment.

For e-billing to work consistently, payers must hold up their end of the electronic transaction. As the data show, some payers perform better than others in that regard:

  • Gallagher Bassett accepted 100% of New York providers’ e-bills and paid in an average of 5.2 days. Nice!

  • Other payers that paid in under 10 days include Sedgwick, The Black Car Fund, PMA, The Hartford, ESIS, AmTrust, Zurich, Chubb, and NCA Comp.

…meanwhile:

  • The Risk Management Planning Group, Inc., only accepted 22% of providers’ e-bills and took an average of 51.2 days to pay. This slow payment is unacceptable and violates Section 13-G of the state’s Workers’ Comp Law, which requires payment within 45 days.

  • The New York City Law Department took 32.7 days to pay (still within the legal deadline, but definitely substandard). Indefensibly, providers needed to send Duplicate Bills for 10% of the e-bills they sent.

  • The Triad Group took 31.7 days to pay. Providers needed to send Duplicate Bills for 14% of the e-bills they sent. Triad is the worst in class among the top 20 NY payers.

NY Comp e-Billing Works

Workers’ comp e-billing saves time, money, and hassle.

It also requires specialized technology and expertise, especially for New York. Each provider must be able to:

  • Transmit the e-bill file (in ‘837’ format) to the payer
  • Attach required supporting documentation to each e-bill (as a ‘275’ file)
  • Electronically submit all billing information to the Workers’ Compensation Board (WCB) in XML format

As of this writing, only six companies have WCB approval to serve as providers’ e-billing partners.

Some are clearinghouse vendors hired by payers to handle providers’ e-bills on their behalf. These clearinghouses may have to reroute e-bills and documents through other clearinghouses to reach the payer, potentially delaying payment or losing files in the process (they also fail to advocate on providers’ behalf rigorously).
