A friendly reminder to Colorado providers treating injured workers: as of January 1, 2026, providers (with some exceptions) must send workers’ comp treatment bills to payers electronically (e-bills).
Accordingly, payers (with some exceptions) must accept providers’ e-bills and respond appropriately.
e-Billing is easier, more reliable, and results in drastically faster payment (the majority of Colorado daisyBill e-bills are paid in about 2 working days). Moreover, e-billing generates timestamped proof indicating when payers receive providers’ e-bills, all but eliminating claims of “lost” bills or bills “not on file.”
Below, review the new requirements and see why Colorado’s e-billing mandate is proving to be a major net positive for the state and its workers’ comp stakeholders.
On January 1, 2026, Code of Colorado Regulations (CCR) Section 1101-3, Rule 16-8-1, became effective, mandating that providers send payers e-bills for workers’ comp treatment and that payers accept and respond to those e-bills electronically.
Exceptions are as follows:
Providers must send payers e-bills within 120 days of the date of service. In response, the payer must:
Pinnacol Assurance is Colorado’s largest payer and the state’s insurer of last resort. As such, Pinnacol pays the vast majority of Colorado daisyBill providers’ e-bills.
We can’t commend Pinnacol enough for its deft handling of e-bills, with payment statistics that should make other payers blush. Pinnacol was the fastest payer in our system by several miles in 2025, paying 28,637 of our clients’ e-bills in a head-turning 2.1 days on average.
Given Pinnacol’s market share, that payment speed is no outlier; it’s the standard for Colorado e-billing.
Through its clearinghouse Carisk, Pinnacol maintains an Electronic Data Interchange (EDI) grade of ‘A’ on our Claims Administrator Directory, indicating consistently successful e-bill processing and ERA submission.
If you’re still mailing Colorado bills for comp treatment, it’s time to stop. Not only does the law require e-billing; it’s simply better for your practice’s financial health.
Of course, while Pinnacol performs superbly on its end, Pinnacol’s 2-day payment statistic specifically reflects the experience of daisyBill providers. Our software sends clients’ e-bills directly to Pinnacol’s designated clearinghouse, Carisk, enabling the quickest possible processing.
daisyBill’s proprietary network of direct electronic connections makes sure every e-bill is sent to the specific, designated clearinghouse that accepts e-bills on behalf of each payer. As illustrated below, our software also connects directly to the payers that do not use a clearinghouse, Third-Party Administrator CorVel, and the US Department of Labor.
The result is that our providers’ e-bills do not require the complex, error-prone “rerouting” that can lead to lost bills and missing documents. This is the difference between billing tech specifically designed for workers’ comp and the other, less effective alternatives, such as handing all your bills to a single clearinghouse.
